In addition to elections to the European Parliament, municipal elections are the only elections in which German citizens living in Spain are also entitled to vote. However, in order to exercise this right to vote, it is necessary to submit a formal declaration of your intention to vote in Spain.
Registration is not necessary:
- if you have already responded by post to the corresponding form.
- if you have already submitted a permanent declaration of your intention to vote in previous elections.

Important:
For administrative purposes, you are only considered resident if you are registered in the Municipal Register (Padrón Municipal). According to data from the Instituto Nacional de Estadística (Spanish National Statistics Institute), more than 400,000 EU citizens are currently registered to vote in municipal elections, with the largest numbers in the following provinces: Alicante (70,420), Madrid (55,677), Málaga (38,182), Barcelona (31,781), Balearic Islands (21,052).
